Simple question: what happens when it becomes obvious that the government simply doesn't collect nearly enough in revenue to pay for the new entitlements in this bill? You don't really believe the CBO's estimates were anything but gamed do you? Congress still needs to pass a second "doc fix" bill this fall in order to make this bill work. With some private citizens now having a lower cost of capital than the largest economy on earth it's clear that the market capacity for endless US debt is nearing the end. Raising revenue is the only answer. How?

I have no reason to believe that to be the case. They might be wrong, but that doesn't mean they were gamed, as in strategically manipulated. It's a nonpartisan agency.
By “gamed” I mean the bill only achieves the $940 billion dollar price tag if certain near politically impossible actions are followed through upon in by future congresses including, but not limited to, cutting Medicare/Medicaid reimbursements (has never happened) and taxing the medical benefits of people that scream bloody murder when asked to make a $1 co-pay (union workers). The CBO is only required to evaluate the bill as submitted. They are not allowed to take political reality into account.
